The One Big Beautiful Bill Act’s Implications for Payers, Providers, and Manufacturers

IPD Analytics has released a new report: “The One Big Beautiful Bill Act’s Implications for Payers, Providers, and Manufacturers.” The newly signed bill introduces impactful changes to federal healthcare policy, including Medicaid, the Affordable Care Act (ACA) Marketplace, Medicare physician payment, and more.

On July 4, 2025, President Donald Trump signed into law H.R.1, widely known as the One Big Beautiful Bill Act (OBBBA) of 2025, ushering in a wide-ranging set of fiscal and policy changes. The legislation implements substantial cuts to federal spending on Medicaid and ACA Health Insurance Marketplace, in addition to extending the tax cuts originally established in 2017.

The OBBBA introduces sweeping reforms to how state Medicaid programs structure and apply provider taxes and state-directed payments, make eligibility determinations, and implement community engagement requirements.

The Trump Administration has touted the OBBBA as a “Blue-Collar BOOM” through tax cuts and smarter spending while eliminating waste. Critics argue that the administrative burden for states to monitor community engagement requirements and increased eligibility redeterminations for Medicaid enrollees will be significant and that it increases paperwork for many enrollees already meeting the requirements.
The report summarizes key healthcare provisions, including sections related to Medicare price negotiations, the temporary Medicare physician pay bump, and updates to the ACA marketplace.
